The product certification process is the process of assessing whether a product meets the requirements as stated in the standard. For that, what you have to do is:

Product Certification Scheme
As explained earlier that certification activities are carried out by the Product Certification Institute (LSPRO). Companies that want their products to be certified submit an application to the LSPro and follow the certification process in LSPRO.
In doing the process certification that, Product Certification Agency (LSPRO) must operate a specific certification scheme, in SNI ISO/IEC 17067:2013 it is said that the certification scheme is 'Rules, procedures and management for certifying certain products'.
The scheme contains the procedures/requirements and what mechanisms are needed and carried out in the implementation of certain product certifications. Starting from the selection process, determination, review, decision and attestation.
So in doing certification, LSPRO must ensure that the certification activities carried out are in accordance with the scheme it operates.
In principle, the product certification scheme is very dependent on the type, characteristics and production process of the product. In SNI ISO/IEC 17067:2013 – Conformity assessment – Product certification fundamentals and product certification scheme guidelines. Mentioned examples of certification schemes ranging from type 1a,1b,2,3,4,5,6 and type n. of the many examples of this type of certification, the most widely used by regulators and certification bodies are the type 5 and type 1b certification schemes.
Type 5 certification scheme
This type 5 certification scheme is a scheme for product certification that combines (if needed) between production process assessments, relevant management system audits, testing and surveillance in the form of factory or market testing, management system audits and production process assessments. Type 5 certificates are usually valid for 2-4 years, with surveillance carried out annually.

Type 1b sertifikasi certification scheme
Type 1b certification scheme is a scheme for product certification that only assesses product suitability per production batch/or per production batch.shipment delivery, so there is no need for management system audits, and production process assessments, but with testing or inspection of each batch of shipments with appropriate sampling representing the product to be certified. The certificate is only valid for products in the same batch, while for other products in different batches, re-certification is required. There is no surveillance mechanism in this type of certification scheme.

Certification based on SNI
The Indonesian National Standard (SNI), is a standard set by BSN and applicable in the territory of the Unitary State of the Republic of Indonesia, this standard is formulated by technical committees consisting of multi-stakeholders, be it government, academics, industry and competent experts in their fields. each. Each technical committee is supported by a secretariat of technical committees spread across almost all Ministries and Government Agencies.
In principle the application/certification SNI is voluntary, parties who wish to apply SNI are welcome to use SNI as a reference in their activities or processes. However, to prove and get formal acknowledgment that it is true that a company/organization has implemented SNI or certain standards, a third party conformity assessment process is required. This third-party assessment process is referred to as Certification, and the agency that carries out the assessment activities is referred to as a certification body.
In general, there are three (3) classifications of certification activities based on SNI that can be carried out:
- Management System Certification, namely certification of the company's management system, for example based on SNI ISO (9001, 14001, 22000, HACCP, etc.)
- Product Certification, namely certification of products produced by the company based on SNI for certain products, for example SNI 1811:2007 for Helmets, SNI 3554:2015 for bottled drinking water, SNI 2054:2014 for reinforcing steel for concrete, and other products
- Personnel Certification, namely certification of personnel competencies such as Auditors, PPC, Oil and Gas Workers, Electricians, etc.

Are all products circulating in Indonesia mandatory? SNI ?
Recently, we have been enlivened by the number of raids on traders in the name of SNI, the impression that arises is that all products circulating in the territory of the Republic of Indonesia must have SNI before they can be circulated in the market. This is certainly troubling the community, especially the traders who are worried about being raided and having their merchandise confiscated. Then what is it really?
SNI or Indonesian National Standard is a standard set by the National Standardization Agency (BSN) and applies in the territory of the Unitary State of the Republic of Indonesia. Basically the application of SNI is voluntary, as an illustration there are currently more than 6000 SNIs that have been determined, covering various things from testing methods, product standards, testing system standards, and others.
Especially for product standards, not all products in circulation already have SNI. and even if the SNI already exists, there is not necessarily a competent certification body (proven through KAN accreditation) to certify the SNI because competent human resources are needed and a laboratory capable of conducting tests for all parameters contained in SNI. So technically it is not possible if all products must have SNI.
Then what is it Mandatory SNI?
Although the application of SNI is voluntary in principle, but for the purpose of protecting the public interest, state security, national economic development, and preserving environmental functions, the government may impose certain SNIs on a mandatory basis for products sold domestically, both domestically produced and imported products. . The determination of this mandatory SNI is not carried out by BSN, but by technical ministries such as the Ministry of Agriculture, Ministry of Industry, Ministry of Trade, Ministry of Energy and Mineral Resources and others through the relevant Ministerial Decree.
If SNI for certain types of products has been required, products with the same type that are not marked with SNI may not be circulated or traded in the territory of the Republic of Indonesia (this is what should be subject to raids related to SNI).
While products that are not mandatory, there is no problem if they have not been certified based on SNI. The SNI mark on products that are not yet required to SNI serves as a sign that the product has advantages (value added) because it has been certified.

However, what needs to be paid attention to, although there are only about 100 products that are required to SNI, there are other regulations that are not related to standards / SNI which also regulates the distribution of products, for example, the regulation on labels from the ministry of trade, namely through the Minister of Trade Regulation number 67/M-DAG. /11/2013 (see rules) regarding the obligation to attach labels in Indonesian which requires products circulating in Indonesia (which are listed in the attachment to the regulation) to have labels in Indonesian, as well as other regulations.
So if you are a manufacturer/importer whose products are in mandatory list of SNI, make sure that your product is SNI certified. If you are a trader with a product that is on the SNI mandatory product list, make sure to your distributor that the product is certified and ask for proof because one day there may be supervision from the competent authority regarding the product. If you are a user and want to buy a product that is on the mandatory SNI list, make sure that you buy one that is already 'SNI', if necessary, report if there is one that is not 'SNI' yet, because products that are SNI obligatory but do not have SNI are goods that are not legal and potentially dangerous.
However, if your product is not included in the mandatory list of SNI, then you don't have to worry, as long as you don't violate any regulations related to the circulation of goods (such as regulations on labeling of the Ministry of Trade, etc.), the presence or absence of SNI has no legal implications.
