Mandatory Implementation of SNI for Palm Cooking Oil

The Ministry of Industry of the Republic of Indonesia has implemented regulations regarding the mandatory implementation of the Indonesian National Standard (SNI) for Palm Cooking Oil through Regulation of the Minister of Industry of the Republic of Indonesia No. 46 of 2019. This mandatory SNI regulation has come into effect on January 1, 2020.
SNI 7709:2019 Palm Cooking Oil itself was inaugurated by the National Standardization Agency (BSN) after a series of formulation processes were carried out by the Food and Beverage Technical Committee. This SNI is a change from SNI 7709:2012.
Deputy of Standard Implementation and Accreditation of BSN, Zakiyah explained that the regulation of SNI for Palm Cooking Oil has been mandatory since 2013 through Minister of Industry Regulation No.87/M-IND/PER/12/2013. This regulation underwent changes and was delayed to be implemented, until the issuance of regulations for the application of mandatory SNI for Palm Cooking Oil through Regulation of the Minister of Industry of the Republic of Indonesia No. 46 of 2019.
For Zakiyah in her press explanation, companies or industries that already have an SNI Marking Approval Letter (SPPT) in accordance with the Regulation of the Minister of Industry No.87/M-IND/PER/12/2013, are given a period of 12 months to adjust to the Regulations. The Minister of Industry of the Republic of Indonesia No. 46 of 2019.
Furthermore, companies/industries that already have an SNI certification certificate (SPPT SNI 7709:2012) for palm cooking oil and have conducted surveillance/verification within the six months prior to January 1, 2020, can change their certification to SPPT SNI 7709:2019 as long as they comply with and meet quality requirements. "For the time being, business actors can still produce or package palm cooking oil in packaging without the SNI mark until June 30, 2020, and can still circulate until December 31, 2021," explained Zakiyah.
Based on information from bangbeni.bsn.go.id, so far there are 78 SPPT SNI for palm cooking oil registered in the bangbeni application.
Why was this SNI adopted as a regulation, making it mandatory? Zakiyah explained that the SNI had gone through technical considerations by the relevant ministries because it concerns human health issues. The mandatory implementation of the SNI for palm cooking oil took into account all aspects, including the readiness of business actors and conformity assessment institutions.
"Not only does it protect producers and consumers, the implementation of this standard supports the implementation of food fortification in order to reduce stunting rates in the community and increase product competitiveness . Palm cooking oil in SNI 7709:2019 is a food ingredient with a main composition of triglycerides derived from palm oil (RBDPO), which has gone through a fractionation process, with or without the accumulation of other food ingredients and food additives, containing vitamin A and/or provitamin A," he explained.
Based on SNI 7709:2019, the quality requirements for vitamin A content are at least 45 IU/gram. Based on the regulation of the Minister of Industry of the Republic of Indonesia No. 46 of 2019 the vitamin A suitability test was carried out on samples taken at the factory.
The Government Regulation concerning the mandatory application of SNI for Palm Cooking Oil, by BSN has been notified to the members of the World Trade Organization (WTO) as information on the change to the regulation which was previously notified in 2013, to provide opportunities for business actors to make adjustments to the Regulation of the Minister of Industry of the Republic Indonesia No. 46 of 2019.
Zakiyah hopes that the mandatory application of SNI for palm cooking oil can be effectively and efficiently implemented. During the transition period, no action will be taken by the food task force.
