The West Java Provincial Government (Pemprov Jabar) initiated innovation and collaboration in managing government and private markets.  This is aimed at achieving the 2023 target that all markets in West Java province will have SNI certification. In order to achieve this target, the West Java provincial government held an event called the West Java People's Market Festival in the form of market exhibitions in districts or cities in West Java. Originally, the Champion People's Market was part of the Indag Berkibar event, namely a collaboration of three, the West Java Industry and Trade Service (Indag Jabar) consisting of the Champion People's Market Festival, Otofest, and the Provincial Distribution Center (P3DP) Pilot Project in the Gedung Sate yard, Saturday -Sunday (23-24/11/2019). Head of the Office of Industry and Trade of West Java Province M. Arifin Soedjayana conveyed that the Champion People's Market is in the form of socializing the readiness of the City/Regency to present quality markets both physically and in management. What else is the goal other than to make merchant associations able to innovate digitally creatively, manage more professionally, be competitive, and develop local excellence. "The People's Market Festival was attended by markets from all regencies/cities in West Java, which were also nominated yesterday in the context of a market competition. We are working with SBM ITB to change the mindset of managers, traders and merchant associations on how to increase understanding of how to develop markets from a sociocultural perspective as well as from an infrastructure standpoint. Infrastructure through revitalization, socioculture through technical guidance, then coaching to the field was carried out by friends in the city district, us, and from SBM ITB," Arifin said during the event, on the Gedung Sate courtyard, Saturday (23/11/2019). Arifin also explained that the Champion People's Market is a program to revitalize and develop people's market facilities and infrastructure in West Java to comply with SNI.  This program is also supported by human resource capacity development activities so that the traditional market becomes the home of the economy and culture that the people of West Java are proud of. This Champion Market Program will be implemented in 27 districts and cities in West Java.  "The facilities that encourage SNI certification are certainly there, we facilitate them, right? To achieve SNI certification, it costs around Rp. 15 million, but the difficult part is the components, because there are around 45 of them, such as toilets, roads, air conditioning, parking, fire extinguishers, and others. These are difficult because they are not easy. So that is what is driven through market revitalization. This year there are seven markets (revitalized), next year 14 if I'm not mistaken, what will it be next year," he said. Arifin also explained that this program is a series of activities to turn the market in West Java into a Champion Market. One of them is the Champion Market Competition, where each city/district can send its market representatives to take part in this competition.  "The concept of a champion market focuses on improving the infrastructure and socio-cultural aspects, focusing more on how market managers and traders can make the market a necessity and a more enjoyable place for people to shop. Not muddy, and not messy, but also how the socioculture can grow. A sense of belonging from managers and traders so that this market provides better service from buyers," he said. Therefore Arifin hopes, with this program there is an accelerated increase in the quality and popularity of the people's market which is loved by the people of West Java. In addition, there is skill development for Managers in accordance with the Indonesian National Standard (SNI). Including preserving the culture of buying and selling for traders in line with modern developments in service. "That's why we are trying to encourage the existing group of traders so that they have that ability, have an alignment on how to manage things like Sarijadi's. The market is good but it is abandoned by traders, abandoned by buyers, abandoned by managers too. This is what we push. The budget uses Bankeu (Financial Assistance) but we are monitoring it through our DED so that later the uniformity of market revitalization financial assistance will be the same for districts and cities," he continued. Therefore, Arifin hopes that this market innovation will be able to excite the visitors who attend and the markets that are present to be able to introduce and sell unique products originating from their respective regions. Therefore the target to be created is in the form of physical market development, empowering traders, and improving market management to collaborate with market players towards an integrated trading system. "There are still two pilot markets, namely those that already have SNI, namely in Depok City, one, and Cirebon City, one. That is our benchmarking which later on these markets must all have SNI. In total, out of the 350 markets that we have (in West Java), only two of them have SNI. "That's why we encourage at least five or ten SNI certificates for each district/city every year," he said.

Meanwhile, Ambassador of the West Java People's Market and Chair of the West Java Dekranasda, Atalia Praratya Kamil, said that in traditional markets, people could get the best price by bargaining. Not only that, interactions that are more friendly in nature to humanity will be awakened. Therefore, Atalia realizes that it is important for the government to innovate and be creative so that buyers will come and cultivate a culture of shopping at traditional markets. Atalia also gave an example, the government can change the mindset of traditional markets that are muddy, uncomfortable, smelly, by revitalizing, to providing supplies to maintain the presence of traditional markets in the community. "So, an example is related to the existing markets, how the market is muddy, then uncomfortable, smells, and so on. We will slowly revitalize it. We will provide briefing, understanding, including the strength of the market community, is important. The most important thing is that we all know that the market is always in the hearts of the people," continued Atalia. Therefore, as the Ambassador of the West Java People's Market, Atalia admitted that she has a duty to reintroduce and revitalize the markets in West Java, especially so that buyers will want to come back to traditional markets.  “Of course, it's not easy, because the clash between e-commerce and modern markets has caused many people to stop visiting traditional markets. My job is to bring people back to want to come back. The way is with the government doing revitalization and socialization because there are certain things that we cannot get in the modern market, "he said. Likewise, the Governor of West Java, Ridwan Kamil, admitted that the Pasar Rakyat Champion event proved that the people's market in West Java is one way to revive the creativity of traditional markets. Moreover, according to the person who is familiarly called Emil, he admitted, Pasar Rakyat Champion carries a new concept, namely the market as the center of the crowd. Therefore, said Emil, the traditional market as the center of the crowd will be filled with activities that are cultural, artistic, educational, literacy, so that people who come to the traditional market are reluctant to rush away and prefer to enjoy the facilities for business. buy and sell. Therefore, Emil said, physical improvements were continuously encouraged. Even seven markets in West Java Province this year are in the process of being revitalized to become clean and hygienic markets. It is known, the seven markets consist of Cisarua Market in Bogor Regency, Sukaraja Market in Sukabumi Regency, Baleendah Market in Bandung Regency, Ciamis Sweet Market, Langensari Market in Banjar, Karangampel Market in Indramayu, and Regional Market in Indramayu. "This year seven markets have been processed, next year 14, until at the end of the position hundreds of markets can be completed. "Then we select those who are highly committed. The prize is a trip to Japan for comparative studies. We also give them a car, so that one day the people's market can become a champion, and people don't have to go to the mall, especially the upper-middle class," said Emil.  Emil also added that the revitalization efforts were carried out to return people's behavior to traditional markets as before. Not only that, Emil also hopes that this effort can help distribution in traditional markets.  "This way, we also hope inflation will decrease. Earlier, there were awards for markets that could help with distribution and inflation effectively. Finally, collaboration with e-commerce with Tokopedia, with thousands of citizens, with Blibli.com, Shopee, Bukalapak, and others. "Essentially, traders are given two choices," he said.
