SNI LED is only waiting for time to become Mandatory SNINI
The key to issuing the mandatory SNI is believed to lie in the Ministry of Industry's commitment to consumer protection. Furthermore, issuing the mandatory SNI for LED Swabballasts will also improve opportunities for fair competition in the national lighting industry.
The Ministry of Industry (Kemenperin) has stated that it will secure the domestic market and develop the national lighting industry. Therefore, the ministry will direct the transition of lighting technology from fluorescent to semiconductor-based light-emitting diodes ( LEDs ).
In response to this discourse, the Indonesian Lighting Association (Aperlindo) stated that the transition to LED lighting technology must be accompanied by the issuance of a mandatory Indonesian National Standard ( SNI ) for LED self-ballasted lamps. Aperlindo and the Ministry of Industry have been discussing the issuance of the SNI since last year.
"However, [the initial meeting with the Ministry of Industry] is already moving forward, unlike before. It seems we're just waiting for the right time to hold it," Aperlindo Chairman Jhon Manoppo told Bisnis on Tuesday (2/25/2020).
Jhon stated that the key to issuing the mandatory SNI lies in the Ministry of Industry's commitment to protecting consumers. Furthermore, he continued, issuing the mandatory SNI for LED Swabballasts will also improve opportunities for fair competition in the national lighting industry.
John noted that there are around 547,16 million home lamp holes used in the country. However, the local lamp market share only reached 25 percent or installed in 136,79 million lamp holes. Meanwhile, Jhon projects that lamp consumption will grow by around 9,37 percent to 598,4 million lamps.
According to him, the implementation of mandatory SNI standards for self-ballasted LED lamps could stimulate investment in the domestic LED lighting industry. John stated that several manufacturers in neighboring countries have observed that domestic lamp consumption is significantly higher than in Southeast Asian countries.
“The lamp factory is a labor-intensive factory. The investment is not big, around US$100 million-US$200 million. The important thing is that regulations support such as SNI [Must be available],” he explained.
In addition, the application of mandatory SNI can increase the competitiveness of local industries, create healthy market competition, and protect consumers from unqualified goods. Currently, he added, imported LED lights could come in with questionable quality.
"They're free to enter [because] there's no HS Number, no SNI requirement . Now, 50 percent of the lights [used] in the community are LED lights, but they don't have an SNI. Now, the price [of LED lights ] is Rp5.000-Rp6.000, and some are Rp60.000. This indicates a weakness on the part of the government in not yet requiring an SNI for LED lights," he said.
